President

James. P. O’Neal (Pat), BG, US Army, Retired

Expertise: Pat has a rich assignment history with US Army Combat Training Centers (commanded opposition forces and commanded Operations Group at the NTC).  With special experience in employing simulation environments for training, he has taught ‘Leading Change’ at the Army’sSchool for Advanced Military Studies.  Pat has deep experience in working US Army National Guard and Reserve issues and is comfortable moving large formations into uncertain situations.  He led US Forces across the Sava River into Bosnia and served as Director of Operations, Plans, and Training for US Army Forces Command.  Since retiring, he has provided Senior Subject Matter Expertise to several highly successful DARPA programs: Command Post of the Future, Tactical Ground Reporting System, Real Time Adversarial Decision Making, and Personal Assistant that Learns.  His special interests are in understanding the future of command and control of military and commercial organizations, training, and leader development.   He taught leadership and psychology at the United States Military Academy.

A graduate of Middle Tennessee State University with a Bachelor’s degree in Industrial Engineering, he holds a Master’s of Science degree in Industrial and Organizational Psychology from the University of Tennessee Knoxville Tennessee and completed a Fellowship in National Security at Harvard University.

Thomas W. Garrett (Tom), MG, US Army, Retired

Expertise: Upon retirement, joined the Institute for Defense Analyses working on Defense Advanced Research Projects Agency programs such as Command Post of the Future, RAID, and TIGR. For 10 years he was also a principle partner and cofounder of Broad River Group, a consulting company offering military subject matter expertise, and business development consulting in the defense sector. Commissioned an Armor officer, he commanded at every level. He served in Vietnam, flying Cobra gunships for the 1st Cav; and in Desert Storm commanding the Aviation Brigade of the 101st AbnDiv (Air Assault). He served as the Army’s HR director as the Commanding General of the Army Personnel Command; and as the Army’s Risk Management director as the CG of the Army Safety Center. Garrett served as the Deputy Commanding General of I Corps, one of only 4 corps in the Army – our Army’s largest tactical commands; and Asst Division Commander of the elite 101st Airborne, the world’s only air assault division. He has served as the Chief of Staff of the Aviation Center and School, and taught behavioral science and leadership at West Point. He has numerous awards for service and valor including 2 awards of the Distinguished Flying Cross. He is a Master Army Aviator, and is Airborne, Air Assault, and Ranger qualified.

A graduate of West Point, and holds a Master’s degree from Duke University.

Ross ‘Migs’ Roberts, Col, USMC, Retired

 

Expertise: commissioned through the Platoon Leaders Course in May 1984, Migs served as a fire support and platoon commander in 1st Battalion, 12th Marines and Kaneohe Bay, Hawaii before being becoming a Naval Aviator in June of 1990.  Migs has commanded at every level from platoon thru group with deployments to Japan, Bosnia-Herzegovina, the Mediterranean, and the Persian Gulf.   His key assignments include F/A-18 instructor Pilot with the “Rough Riders” of Navy Fighter Attack Squadron (VFA)-125; the safety, operations, and maintenance officer for the  “Checkerboards” of VMFA-312 where he was assigned to the USS Enterprise and participated in Operations Desert Fox and Southern Watch;  Marine Aircraft Group (MAG)-31 as current operations officer; commander of Marine All Weather Fighter Attack Squadron (VMFA[AW])-533 the “Hawks” where he deployed in support of Operation Iraqi Freedom as part of the 1st Marine Division; and commander of the Joint Fires Integration and Interoperability Team (JFIIT) at Eglin Air Force Base.  Migs final assignment was as commander of Marine Aviation Training Support Group 23 (MATSG-23) at Naval Air Station Lemoore, California.  Migs is a graduate of the Air Command and Staff College at Maxwell Air Force Base and the Naval Command and Staff College at Newport Rhode Island.

Graduate of State University New York at Fredonia with a Bachelor of Science Degree in Mathematics.
